In the framework of implementing the fourth phase of the Light Rail Transit (LRT) project within the boundaries of Al-Sharqia Governorate, Dr. Mostafa Kamal Madbouly, Prime Minister, issued a decision declaring a number of land areas and properties as works of public benefit required for the project, in favor of the National Authority for Tunnels (NAT).
The decision stipulates that certain plots of land located along the route of Phase Four will be seized by direct execution. It also includes the reallocation of six plots of land owned by the Tenth of Ramadan City Authority to NAT free of charge, with a total area of 478,913.55 m² (about 114.03 feddans) to prepare for implementing this phase of the national project aimed at developing the public transport system and introducing a modern, safe transportation mode.
In addition, one privately owned land plot will be expropriated for the same project, with an area of 22,094 m² (about 5.26 feddans). The legal procedures will be taken to pay estimated compensation to the apparent owners of this land, in accordance with the provisions of Law No. 10 of 1990 on the expropriation of real estate for public benefit.

Prime Minister’s Decision No. 761 of 2024 declaring the LRT project (Salam City – Robeiky – 10th of Ramadan – New Administrative Capital) and all its routes, facilities, and structures within Cairo and Al-Sharqia Governorates as works of public benefit;

Based on the submission of the Deputy Prime Minister for Industrial Development and Minister of Industry and Transport;
It is hereby decided:
Article One
Add to the works of public benefit stated in Decision No. 761 of 2024 certain land areas and properties required to implement Phase Four of the LRT project in Al-Sharqia Governorate, as detailed in the explanatory memorandum, cadastral maps, property lists, and description cards attached.
Article Two
The additional land areas and properties referred to in the previous article, with their locations, areas, boundaries, and apparent owners specified in the attached documents, shall be seized by direct execution in favor of the National Authority for Tunnels.
Article Three
The allocation of lands and properties owned by governmental entities, as detailed in the attached maps and lists, shall be terminated and reallocated to the National Authority for Tunnels.
Article Four
This decision shall be published in the Official Gazette.

On 11 March 2024, the Prime Minister issued Decision No. 761 of 2024 declaring the LRT project (Salam City – Robeiky – 10th of Ramadan – New Administrative Capital) in its entirety as a public benefit project within Cairo and Al-Sharqia Governorates.
Due to the change in the route of Phase Four towards the east — from after the New Obour Station to West 10th Station, east of the Belbeis / 10th of Ramadan Road, ending at Omar Ibn Al-Khattab Axis inside 10th of Ramadan City — with a total length of 15.2 km (comprising 9.9 km elevated and 5.3 km at-grade), it has become necessary to add certain land areas required for implementing this adjusted route in Al-Sharqia Governorate.
Given the nature of the project and the multiple work sites, it is impossible to enumerate all the landowners and the precise areas they own, or any additional portions needed for the project, before the decision declaring public benefit is issued and the relevant committees begin their surveys.
It should be noted that EGP 50 million will be allocated from NAT’s 2023/2024 budget for the preliminary estimated compensations to apparent owners. The funds will be deposited into the executing body’s treasury within three months of the decision’s issuance, as determined by the committee formed under Article 6 of Law No. 10 of 1990 and its amendments.

In light of the above, we are honored to attach herewith the draft decision to amend Prime Minister’s Decision No. 761 of 2024, adding certain land areas necessary for implementing Phase Four of the LRT project in Al-Sharqia Governorate, and ending the allocation of lands owned by governmental entities to reallocate them to NAT free of charge, as shown in the attached lists and maps.
