En examinant la majorit\u00e9 des projets r\u00e9alis\u00e9s par les gouvernements \u00e9gyptiens successifs, on constate qu\u2019aucun d\u2019eux ne respecte les engagements internationaux de l\u2019\u00c9tat.<\/p>\n<h3 class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"727\" data-end=\"790\">Accessibilit\u00e9 Financi\u00e8re : L\u2019Exemple du Projet \u00ab Dar Misr \u00bb<\/h3>\n<p class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"792\" data-end=\"1401\">La plupart de ces projets ont \u00e9t\u00e9 \u00e9labor\u00e9s sans \u00e9tude claire et approfondie du site propos\u00e9. Certains manquent totalement de l\u2019exigence \u00ab d\u2019accessibilit\u00e9 financi\u00e8re \u00bb, telle que d\u00e9finie dans l\u2019Observation g\u00e9n\u00e9rale n\u00b04 relative \u00e0 l\u2019article 11-1 du Pacte international relatif aux droits \u00e9conomiques, sociaux et culturels. Elle stipule que les co\u00fbts li\u00e9s au logement ne doivent pas compromettre la satisfaction des autres besoins fondamentaux. Les \u00c9tats doivent s&rsquo;assurer que les d\u00e9penses de logement restent proportionn\u00e9es aux revenus et fournir des aides \u00e0 ceux qui ne peuvent acc\u00e9der \u00e0 un logement abordable.<\/p>\n<p class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"1403\" data-end=\"1724\">Par exemple, le projet \u00ab Dar Misr \u00bb, cens\u00e9 viser les m\u00e9nages \u00e0 faible revenu, propose des unit\u00e9s dont le prix au m\u00e8tre carr\u00e9 atteint 4 200 livres \u00e9gyptiennes, pour des surfaces allant de 100 \u00e0 150 m\u00b2. Le co\u00fbt d\u2019une unit\u00e9 oscille donc entre 420 000 et 630 000 livres \u00e9gyptiennes, soit en moyenne un demi-million de livres.<\/p>\n<h3 class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"1726\" data-end=\"1789\">Manque d\u2019Infrastructures : Le Cas du Projet \u00ab Ibni Baytak \u00bb<\/h3>\n<p class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"1791\" data-end=\"2543\">D&rsquo;autres projets souffrent de l&rsquo;absence de services et d\u2019infrastructures de base. Selon l&rsquo;ONU, un logement ad\u00e9quat doit offrir les installations essentielles \u00e0 la sant\u00e9, la s\u00e9curit\u00e9, le confort et la nutrition, y compris un acc\u00e8s constant \u00e0 l\u2019eau potable, \u00e0 l\u2019\u00e9nergie, \u00e0 l\u2019assainissement, aux syst\u00e8mes de gestion des d\u00e9chets et aux services d&rsquo;urgence. Le projet \u00ab Ibni Baytak \u00bb est un exemple frappant : le gouvernement n\u2019a pas tenu sa promesse d\u2019y \u00e9tendre les services de base, et certaines parties du projet sont situ\u00e9es derri\u00e8re une voie ferr\u00e9e, accessible uniquement via un passage \u00e0 niveau dangereux. L&rsquo;absence d&rsquo;opportunit\u00e9s d&#8217;emploi a pouss\u00e9 de nombreux habitants \u00e0 abandonner leurs logements, subissant ainsi des pertes \u00e9conomiques importantes.<\/p>\n<h3 class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"2545\" data-end=\"2604\">Une Histoire de Corruption et de Mauvaise Planification<\/h3>\n<p class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"2606\" data-end=\"3344\">Trente ann\u00e9es de corruption sous le r\u00e9gime du Parti national, de l\u2019ouverture \u00e9conomique au socialisme, ont plong\u00e9 l\u2019\u00c9tat dans la confusion en mati\u00e8re de logement, malgr\u00e9 le changement de gouvernements et de pr\u00e9sidents. Le favoritisme, l\u2019occupation ill\u00e9gale et l\u2019absence de s\u00e9curit\u00e9 d\u2019occupation ont favoris\u00e9 l\u2019\u00e9mergence de quartiers informels d\u00e9pourvus de services de base, entra\u00eenant une surpopulation, des probl\u00e8mes sociaux et \u00e9conomiques, et une congestion urbaine accrue. La strat\u00e9gie des gouvernements successifs a consist\u00e9 \u00e0 promettre de grands projets sans jamais garantir leur ach\u00e8vement, sans rendre les responsables imputables. Le m\u00eame ing\u00e9nieur a \u00e9t\u00e9 charg\u00e9 des projets \u00ab Ibni Baytak \u00bb et \u00ab Dar Misr \u00bb, selon certaines sources.<\/p>\n<h3 class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"3346\" data-end=\"3371\">S\u00e9curit\u00e9 d\u2019Occupation<\/h3>\n<p class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"3373\" data-end=\"3960\">\u00ab L\u2019occupation d\u2019un logement peut prendre diff\u00e9rentes formes : location (publique ou priv\u00e9e), logement coop\u00e9ratif, propri\u00e9t\u00e9, h\u00e9bergement d\u2019urgence, ou \u00e9tablissement informel, y compris l\u2019appropriation ill\u00e9gale de terres ou de biens. Quelle que soit la forme d\u2019occupation, chaque personne doit b\u00e9n\u00e9ficier d\u2019une s\u00e9curit\u00e9 juridique qui la prot\u00e8ge contre les expulsions arbitraires, le harc\u00e8lement et les menaces. Les \u00c9tats doivent prendre des mesures imm\u00e9diates pour garantir cette s\u00e9curit\u00e9 aux individus et familles qui en sont priv\u00e9s, en consultant r\u00e9ellement les personnes concern\u00e9es. \u00bb<\/p>\n<h3 class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"3962\" data-end=\"4014\">Statistiques sur la Forme d\u2019Occupation en \u00c9gypte<\/h3>\n<p class=\"\" dir=\"ltr\" style=\"text-align: left;\" data-start=\"4016\" data-end=\"4116\">En \u00c9gypte, la majorit\u00e9 des logements, qu\u2019ils soient publics ou priv\u00e9s, sont d\u00e9tenus en
